  • 2017 Legislative and Regulatory Trends Impacting Provider Networks (2017)

    Network regulation has been the primary area of legislative activity relating to dental benefits for more than a year. Starting with the revision of the National Association of Insurance Commissioners (NAIC) Model on Networks and spurred by medical plan narrow network issues, new legislative and regulatory issues dotted the U.S. in 2017. NADP contracted with Courtney Ransom to both track these developments and lead a Government Relation Workgroup Subgroup to address new developments. Join in for an overview of 2017, the status and trends in network development.

    Richard Jones

    Vice President, State Affairs

    Richard Jones is a member of the Government Affairs team at The Guardian Life Insurance Company of America. As Vice President for State Affairs, he leads the company’s legislative and regulatory agenda in several strategically important states, primarily in the country’s western region.

    Richard’s prior public affairs experience includes leading a payments industry coalition whose advocacy efforts led to implementation of the Bankruptcy Abuse Prevention and Consumer Protection Act. In an earlier role, he directed public affairs efforts on behalf of the private mortgage insurance industry to support passage of affordable housing legislation.
    Richard also has spent more than a decade working in public relations and corporate communications. In addition to positions with several global public relations consultancies, he managed CEO and Executive Communications at Mastercard, and led the corporate communications functions at Guardian, GE Corporate Financial Services and the Americas region of GE Money.

    Richard is a board member of the Association of California Life and Health Insurance Companies and serves on the Board of Trustees for Wooster School, a Connecticut independent school. He chairs the National Association of Dental Plans’ Government Relations Workgroup and co-chairs the California Association of Dental Plans’ Legislative and Regulatory Committee.

    Richard is an alumnus of the Partnership for New York City’s David Rockefeller Fellows program, a civic leadership initiative. He holds a Master's degree in journalism and a Bachelor's degree in communications, both from Ohio University.

    Kathy Larkin

    Dentemax

    Kathy has more than 30 years of legal and regulatory experience, including HMO, Medicare, Medicaid and dental network compliance.  In her current role, Kathy oversees regulatory compliance for the Dearborn National companies, including Dental Network of America and DenteMax.  She also serves as an Ethics Ambassador, Civil Rights Coordinator and Divisional Privacy Officer for the Dearborn National enterprise.  Kathy holds a Bachelor of Arts with a major in Communications and a minor in Religious Studies from Rochester College.  She also has a Master’s of Science and Administration with a concentration in Leadership from Central Michigan University.  Kathy’s avocational pursuits include volunteer work for veteran charities, mentoring young people at local youth homes, and home improvement projects.

    Kate McCown

    Second Vice President and Compliance Officer at Ameritas

    Kate McCown is Second Vice President and Compliance Officer for the Ameritas and Ameritas of New York Group Dental and Eye Care Division in Lincoln, Nebraska. Ms. McCown began her career at Ameritas in 1999 and has served in a variety of capacities including business operations and underwriting. In 2012 she was appointed as Director of Health Care Reform and responsible for analysis, advocacy, strategy and implementation related to the Affordable Care Act on state and Federal levels; presenting on the Affordable Care Act and implications to dental benefits across the country. In 2014, Ms. McCown was elected as Second Vice President of Compliance for Ameritas. The same year she was elected to Board of Directors for the National Association of Dental Plans (NADP), and has served in various leadership roles with the organization relating to Government Relations and exchanges.

    Eme Augustini

    Director of Government Relations at NADP

    Prior to joining the NADP Government Relations team in September 2012, Eme worked with a national trade association managing regulatory compliance and grassroots advocacy programs. She earned her bachelor’s in political science and philosophy from Texas A&M University. Eme oversees all federal and state legislative and regulatory affairs for NADP.

    The American Dental Association (ADA) and the non-profit CAQH are working together to make it easier for dentists to enter and share their professional and practice data with multiple dental plans. They formed an alliance to create the ADA® credentialing service, powered by CAQH ProView®. Dental plans can eliminate the resource-intensive process of accepting this data manually and entering it into their own systems. Dentists complete one, online profile that can be shared with participating plans for credentialing, provider directories and other business uses. In fact, more than 1.4 million healthcare providers already use CAQH ProView to share their professional and practice information.  

    Select data elements from a dentist's ADA profile pre-populates their CAQH ProView application, making it easier to complete. ADA is widely promoting this service to all U.S. practicing dentists, including its membership of 161,000 dentists. This webinar will review why ADA chose to team with CAQH, information on CAQH ProView and its benefits for dental plans, and a walk-through demo of the solution.  

    Sorin Davis

    Sorin Davis is the Managing Director of Industry Relations at CAQH.  A non-profit alliance, CAQH is the leader in creating shared initiatives to streamline the business of healthcare. With more than 40 years of experience in health insurance, healthcare management, benefits administration, sales and marketing, Sorin has served the healthcare industry from many perspectives.  During his tenure with CAQH, he was responsible for the national launch of the CAQH Universal Provider Datasource initiative, now CAQH ProView. Previously, Sorin was executive vice president of MultiPlan, and CEO of its subsidiary, CareAway USA. He was director of labor sales and account management at Empire Blue Cross, and director of claims administration for the Amalgamated Life Insurance Company. Sorin holds a master’s degree in public administration from New York University, specializing in health services management.

    Ron Urwongse

    Ron Urwongse provides product leadership for healthcare administration solutions at CAQH. His former roles include Vice President at Tyrula, Vice President of Operations at Vecna, Product Manager at Vecna, Consultant at American Management Systems, and Founder at InternReview.com.

    Specialties: product management, health care market analysis, software development life cycle, entrepreneurship, cross-functional team leadership, partnerships and channel management.

    Ron is committed to solving big problems in healthcare by bringing together the right people, methods, and technologies. Experienced in building and marketing solutions to payers and providers.

    Dr. Krishna Aravamudhan

    American Dental Association

    Dr. Krishna Aravamudhan directs the work of the ADA’s Center for Dental Benefits, Coding and Quality and the Council on Dental Benefit Programs. It is in this position that she oversees the development of the CDT and related products including the Code Maintenance Committee; the development of quality/performance measures including the work of the Dental Quality Alliance and ADA’s policies regarding third-party payer issues for both commercial and public programs. Oversight of the ADA’s Credentialing Service was recently included within the Center’s portfolio.    

    In the past Dr. Aravamudhan has also served as the Associate Director of the ADA’s Center for Evidence Based Dentistry where she led the development of clinical guidelines and managed the EBD Website and critical summaries. Dr. Aravamudhan graduated from the Bangalore University, India with her dental degree and followed it with a Master of Science from the University of Alabama at Birmingham School of Dentistry. She has been with the ADA for more than 15 years.

    Ian Zukauskas

    With a background in business and government affairs, Ian serves as the Director of Client Development at StateScape.  He is responsible for generating new client contracts, as well as further developing the firm's business strategy and marketing efforts.

    Prior to his position at StateScape, Ian worked as a government affairs consultant with a lobbying firm and oversaw projects that focused on political impact mapping and lobbying strategy.  Ian graduated from the School of Diplomacy and International Relations at Seton Hall University with an M.A. in International Law and a B.S. in International Relations.  He has also completed an International Business Management program at Georgetown University.

    Dr. David DePorter

    Consulting Dental Director, Pacific Resources

    David is Pacific Resources’ consulting dental director and dental benefits expert.  He has over 25 years of experience in the dental benefits industry including numerous roles in senior and executive level positions with large national payers. Those roles include dental product manager, business lead in utilization management, dental sales lead, and dental director.   

    David’s recent experiences also include a range of dental benefits-related consulting projects, as well as building and directing advanced education in general dentistry residency programs at the Florida Institute for Advanced Dental Education and Mattia College, where he developed a forward-thinking curricula focused on the latest knowledge and industry best practices in dental care.  His dental industry experiences also include active duty in the U.S. Navy as a general dentist, private practice in general dentistry, assistant professor of operative dentistry and assistant director of comprehensive care at the University of Illinois College of Dentistry.  

    David is a graduate of the University of Illinois College of Dentistry.  He later earned a masters degree in health professions education from the University of Illinois at Chicago and a masters degree in public health with a major in health services administration from the University of California at Los Angeles.  In addition, he was a Robert Wood Johnson Dental Services Research Scholar at UCLA, a member of the Woods Hole Group (a Kellogg Foundation-sponsored think tank that studied and made recommendations concerning the future of dentistry) and a past board member on the National Association of Dental Plans Foundation.

    Heather Kane

    CEO of Dental, UnitedHealthcare

    Heather Kane is the CEO of Dental at UnitedHealthcare, based in the company’s Chicago office. Her organization is responsible for the development and management of all dental products and services across the company’s Commercial, Medicare and Medicaid business segments. 

    Heather has a passion for identifying and developing innovative solutions to continuously improve the health care segment, growing start-up businesses, and mentoring new leaders across the organization.

    She is active in non-profit and healthcare-related organizations. She is currently a board member and committee chair of the Gateway for Cancer Research, a non-profit organization dedicated to funding innovative, patient-centered advancements in cancer treatment. Heather earned a Bachelor of Arts degree from Hillsdale College and an MBA from the University of Michigan.

    Last November, NADP issued a press release on the impact of preventive dental care on the cost for care of Medicaid patients with certain chronic conditions. That press release can be found here. On March 2, 2018, Jerry Berggren, Director of Research and Information, presented the findings from that research to an Oral Health 2020 workgroup seeking to expand Medicaid dental benefits to adult populations.

    That presentation was made via conference call and with the workgroup’s permission we are able to make the audio of that presentation available to members and nonmembers.
