Small Business Decision-Maker Dental Medical Loss Ratio In-Depth Interviews

This confidential NADP report summarizes qualitative research conducted through in-depth interviews with 18 small business decision-makers in Massachusetts regarding the new 83% dental Medical Loss Ratio (MLR) requirement implemented in 2024. While participants initially viewed the law positively—expecting increased patient care spending and consumer protection—awareness of the law was low, and perceptions shifted after learning about potential negative impacts outlined in a Milliman study. Concerns included rising costs, fewer plan options, decreased insurer participation, and reduced provider networks. Despite these concerns, most businesses expressed commitment to continuing dental coverage but anticipated the need for future adjustments in plan selection or cost-sharing strategies.
