To gain insight into the law's early impacts on consumers, dental providers, and employers, NADP partnered with NORC at the University of Chicago (NORC) to interview dental insurance brokers and Massachusetts NADP members. Specifically, this research aimed to identify: 

 Differences in market structure—including changes in the number and type of dental plans available to the small group and individual market—as well as changes to benefits structure 

 Impact on consumer purchase of a dental plan, individually or through an employer 

 Employer impact, particularly with respect to small businesses’ decision to maintain fully insured dental benefits   

Interviews were conducted with brokers and dental plan representatives in Spring 2024 (March–May), shortly after the MLR law was implemented. This report is limited to the law’s early impacts, though it does provide several experience-based predictions.

NADP Confidentiality Statement: Documents, discussion, and other proceedings (collectively referred to work "Work Product") within volunteer groups are the property of the National Association of Dental Plans (NADP) and can only be used by NADP and its member companies for purposes consistent with the charge of the workgroup. Sharing NADP Work Product outside of NADP and its member companies is contrary to the interests and NADP and its members and a violation of this policy. Breaches of this policy will be investigated. Commensurate with the severity of the breach, the Board may choose to remove the individual(s) from NADP workgroups or other volunteer positions, remove individuals or their company from NADP, and/or consider applicable legal remedies.
