Crystal McElroy

AVP over supplemental health product compliance and regulatory at MetLife

Crystal McElroy is the assistant vice president over supplemental health product compliance and regulatory at Metropolitan Life Insurance Company and is based in Irvine, CA. She currently oversees all compliance and regulatory issues for MetLife’s Dental, Vision, and Accident & Health products. Crystal currently is the vice-chair of the NADP Commission on Advocacy Policy and serves as a member of the Government Relations Workgroup. She is also the co-chair of the CADP Legislative and Regulatory Committee and serves as Secretary/Treasurer on the CADP Board of Directors.

Prior to joining MetLife in October 2013, she served as a Senior Attorney with the California Department of Managed Health Care in the Office of Plan Licensing for 7 years. She was responsible for reviewing dental plan and health plan licensing documents as it relates to plan benefits, disclosure documents, networks, and mergers and acquisitions. Crystal graduated from the University of California, Los Angeles, with a major in Biochemistry and a minor in Political Science in 2003 and obtained her Juris Doctor from the University of the Pacific, McGeorge School of Law in 2006. 

 

Stewart R Balikov, DDS, AHFI

State Dental Director at Anthem

Stewart R Balikov DDS is a 1983 graduate from the University of Southern California, School of Dentistry.  He joined Anthem in the fall of 2017 and is currently serving as the Director of Dental Special Investigations for Anthem, having previously held the position of National Dental Director, Utilization Management for Aetna.

Dr. Balikov is a Certified Quality Assurance Consultant through the California Association of Dental Plans. He is a Certified Dental Consultant through the American Association of Dental Consultants and an Accredited HealthCare Fraud Investigator through the National Health Care Anti-Fraud Association. 

Dr. Balikov is a member of the American Dental Association, California Dental Association, San Fernando Valley Dental Society, the National Health Care Anti-Fraud Association, Alpha Omega Dental Society and the American Association of Dental Consultants. He continues to maintain a limited part-time practice in the Los Angeles, CA area. Dr Balikov currently holds licenses in California, Colorado and Arizona.


Ron Bolden

Vice President, Dental Market Insight at Cigna

Ron serves in the capacity of Cigna’s Vice President, Dental Market Insight.  As part of Cigna's dental senior leadership, his responsibilities include working with team in formulating and implementing the company’s growth strategy by driving the company’s business intelligence, acting as the business lead in evaluation, implementation and delivery of strategic business relationships, guiding and delivering innovation, and serving as the company spokesperson in industry associations.  

Prior to this, Ron served as Regional Marketing Officer for Cigna Healthcare's west region where his team was tasked with driving the development and execution of strategic business plans and marketing activities in west markets to deliver competitively superior growth.  In all, Ron has worked at Cigna for 21 years in various positions.

Ron began his career in the health insurance industry after obtaining a B.S. in Biology from Morehouse College in Atlanta, Georgia.  Ron resides in Scottsdale, AZ, where he currently serves as a board member and board Chair for the National Association of Dental Plans, and was previously a board member and Vice-Chair for the Arizona Diversity Council.   

Joanne Fontana, FSA, MAAA

Principal and Consulting Actuary

Milliman

Joanne Fontana is a consulting actuary in the Health Practice of Milliman’s Hartford office. She has been with the firm since 2006. During that time she has served insurance companies including several major dental carriers, employers, government entities, and other organizations. Joanne’s focus has been largely on managed care and dental, with experience in premium rate development, provider contract analysis, valuation of post-retirement health benefits, and health care reform. Over the past several years she has worked closely with the National Association of Dental Plans, the California Association of Dental Plans, the American Dental Association, and other dental clients to assess the impact of health care reform on the dental industry. She has worked with carriers and employer groups on the dental insurance procurement process, worked on Medicaid dental procurements with both state entities and bidders, and has done core actuarial dental pricing and underwriting work for many dental carriers. Joanne is considered an industry expert in dental product and pricing, and has presented on dental-related topics at multiple industry forums.Prior to joining Milliman, Joanne spent more than ten years as an actuary with Cigna, where she held various healthcare financial leadership roles including Chief Actuary of CIGNA’s dental insurance business
