    Jane Koppelman will discuss state legislative activity to authorize dental therapists, including an update on where dental therapists are currently practicing; variations in scope of practice, educational requirements and supervision levels contained in current laws and proposed legislation; varieties of practice settings in which they’re employed; and health plan billing procedures for dental therapists.

    David S. Gesko, DDS

    Dental Director and Senior Vice President for HealthPartners

    David S. Gesko, DDS is the Dental Director and Senior Vice President for HealthPartners. HealthPartners is an integrated, not-for-profit, consumer-governed health system based in Minnesota providing both plan (insurance) services along with the entire spectrum of care delivery including medical and dental care.  Presently, HealthPartners serves over 1.5 million members.

    Dr. Gesko is passionate about integrating medical and dental care and applying growing evidence-based research to care delivery.  “There is significant evidence linking oral health and overall health. As an integrated organization, HealthPartners holds a key role in exploring this relationship and managing the members and patients we serve to deliver optimal overall health.”

    Dr. Gesko serves on several national organizations focused on improving quality in oral health. He has been on the advisory panel for the Institute for Oral Health and currently chairs the Institute for Oral and Systemic Health sponsored by Marshfield Clinic in Marshfield, Wisconsin. Both of these groups are working to build national consensus on guidelines for prevention and disease management in oral health care and to facilitate implementation of those guidelines into the care, policy, and financing systems. 

    Dr. Gesko was appointed for a four year term by Governor Mark Dayton in 2012 as a board member for the Minnesota Board of Dentistry.  During his tenure on the Board, Dr. Gesko has held all the officer roles including President.  Most recently, in January of 2018, Governor Dayton re-appointed Dr. Gesko to the Board of Dentistry to serve out an open term.


    Jane Koppelman

    Research Director, ew Charitable Trusts Children’s Dental Campaign

    Jane Koppelman is research director for the Pew Charitable Trusts Children’s Dental Campaign, where she manages the project’s portfolio of advocacy and analysis on Medicaid and other federal programs, state policies regarding dental care access and water fluoridation, and emerging strategies to improve children’s dental health.

    Prior to joining Pew, Koppelman spent more than 20 years researching, reporting on, administering, and evaluating health and human service programs that support disadvantaged families. As a Senior Manager with The Lewin Group, a health and human services research and consulting firm, she oversaw a variety of projects funded by the U.S. Department of Health and Human Services, including advising federal grantees on how to conduct rigorous evaluations. As Deputy Director of the Robert Wood Johnson Foundation’s Making the Grade program, she worked to increase the number of school-based health centers nationwide. Ms. Koppelman was also a senior researcher with The George Washington University’s National Health Policy Forum, where she wrote analyses for federal policy makers on the effectiveness of a range of government programs designed to improve the health and economic security of disadvantaged children.

    Koppelman earned a master’s degree in public administration from the George Washington University.

    Dr. David DePorter

    Consulting Dental Director, Pacific Resources

    David is Pacific Resources’ consulting dental director and dental benefits expert.  He has over 25 years of experience in the dental benefits industry including numerous roles in senior and executive level positions with large national payers. Those roles include dental product manager, business lead in utilization management, dental sales lead, and dental director.   

    David’s recent experiences also include a range of dental benefits-related consulting projects, as well as building and directing advanced education in general dentistry residency programs at the Florida Institute for Advanced Dental Education and Mattia College, where he developed a forward-thinking curricula focused on the latest knowledge and industry best practices in dental care.  His dental industry experiences also include active duty in the U.S. Navy as a general dentist, private practice in general dentistry, assistant professor of operative dentistry and assistant director of comprehensive care at the University of Illinois College of Dentistry.  

    David is a graduate of the University of Illinois College of Dentistry.  He later earned a masters degree in health professions education from the University of Illinois at Chicago and a masters degree in public health with a major in health services administration from the University of California at Los Angeles.  In addition, he was a Robert Wood Johnson Dental Services Research Scholar at UCLA, a member of the Woods Hole Group (a Kellogg Foundation-sponsored think tank that studied and made recommendations concerning the future of dentistry) and a past board member on the National Association of Dental Plans Foundation.

    Heather Kane

    Chief Executive Officer, UnitedHealthcare Dental

    Heather Kane is the CEO of Dental at UnitedHealthcare, based in the company’s Chicago office.  Her organization is responsible for the development and management of all dental products and services across the company’s Commercial, Medicare and Medicaid business segments.

    Heather brings 15 years of leadership and health care experience to UnitedHealthcare.  Since joining the company in 2002, Heather has held a number of positions throughout the organization, including Senior Director of Pharmacy Management, Regional Vice President of Product Development, Chief of Staff and CEO of the Public Exchange Marketplace.

    Heather has a passion for identifying and developing innovative solutions to continuously improve the health care segment, growing start-up businesses, and mentoring new leaders across the organization.

    She is active in non-profit and health care related organizations.  She is currently a Board member and Committee Chair of the Gateway for Cancer Research, a non-profit organization dedicated to funding innovative, patient-centered advancements in cancer treatment.

    Prior to joining UnitedHealthcare, Heather was a consultant with Diamond Technology Partners in New York, with responsibility for growth strategies, business development, and technology solutions within the financial services and health care industries.  Heather earned a Bachelor of Arts degree from Hillsdale College and an MBA from the University of Michigan.
